Federal authorities have filed child pornography charges against Jesse White, a former Democratic state representative in Pennsylvania, following an FBI investigation that culminated in a search of his Cumberland County residence. White, 48, who represented Pennsylvania’s 46th Legislative District from 2007 to 2015, is charged in U.S. District Court for the Middle District of Pennsylvania with possession of child pornography and receipt and distribution of child pornography.
According to federal court documents, the investigation was initiated after the National Center for Missing and Exploited Children’s (NCMEC) CyberTipline received two distinct reports linked to White. One report detailed a Google file allegedly depicting a nude prepubescent child, while the other involved an image of a child in a compromising position. These reports were subsequently flagged for suspected child pornography possession, distribution, and manufacture, and then forwarded to the FBI for further action.
On July 21, FBI agents executed a federal search warrant at White’s Mechanicsburg home. During the search, investigators seized multiple electronic devices, including laptop computers and hard drives. An affidavit supporting the charges states that more than 100 files depicting child sexual abuse material were recovered from these devices. The children depicted in the material are estimated to be between the ages of 7 and 15. Furthermore, investigators alleged that some files on one of the seized laptops were organized into specific categories based on their content.
Authorities also allege that White informed agents he utilized various online platforms, including Telegram, qBittorrent, the Tor Browser, and ProtonMail, to access content through the dark web. Initially, White reportedly described the material on his devices as "inappropriate content" before allegedly acknowledging it as child pornography. Investigators also claim he used encrypted messaging and file-sharing platforms in connection with the alleged offenses.
White was arrested following the FBI investigation and the filing of federal charges. He was scheduled to appear before a federal judge for a detention hearing. A federal public defender has been appointed to represent him in the proceedings. It is important to note that a criminal complaint or indictment contains allegations, and White is presumed innocent unless proven guilty in court. The case remains under active investigation as it progresses through the federal court system.
Prior to his current legal troubles, White had a career in law and public service. He graduated from Duquesne University School of Law and worked as an attorney, also serving as a Cecil Township supervisor. He was first elected to the Pennsylvania House in 2006, representing communities in Allegheny, Beaver, and Washington counties. After losing his bid for reelection in 2014, he sought other public offices, including unsuccessful campaigns for district judge and to regain his former House seat.
This federal case is not White's first encounter with the legal system. His law license was suspended and he was subsequently disbarred in 2017 following disciplinary proceedings that involved allegations of misusing client funds. In 2018, he faced charges of theft of services and deceptive business practices in an unrelated matter. Those charges were later withdrawn after White reportedly underwent mental health and gambling addiction treatment.
