A Democratic candidate vying for a congressional seat in Hawaii has been arrested following a public confrontation on a crowded Maui beach that escalated into violence and alleged threats involving a knife. Kirill Basin, 40, who is challenging incumbent Rep. Jill Tokuda in Hawaii’s 2nd Congressional District, was taken into custody on Friday, August 1, after the incident at Keawakapu Beach in South Kihei.

The altercation reportedly began when a 61-year-old man asked Basin to lower the volume of his music. According to initial reports, Basin, who was observed wearing only his underwear, then approached groups of people on the beach, engaging in a verbal dispute. During this exchange, Basin was heard stating, "I told him if he wants to go to the hospital, come here." The situation quickly deteriorated, turning physical.
Video footage, which has since circulated widely on social media platforms, shows Basin attempting to swing a beach chair at a larger man. In response, the man delivered a punch that rendered Basin unconscious. After regaining consciousness, Basin was reportedly told, "Watch your f–king mouth Haole boy," by the man, using a term sometimes directed at white individuals in Hawaii. The footage further depicts Basin running toward the man again, shouting, "Come on, b-tch!" before stopping short of another physical engagement.
Witnesses at the scene informed authorities that Basin subsequently claimed to possess a gun and allegedly brandished a knife during the incident. The report indicates that Basin then threw the knife into the ocean, but responding officers were able to recover the weapon. Following their investigation, police arrested Basin on two counts of first-degree terroristic threatening. His bail has been set at $1 million.
This beach incident marks the latest in a series of legal challenges for the congressional hopeful. According to reports, Basin was previously arrested in May after allegedly pulling a firearm on two Maui County employees inside a government building in Wailuku. In that prior case, he was charged with first-degree terroristic threatening after authorities alleged he threatened the two government workers before exiting the building.
Just days before the recent beach confrontation, Basin publicly claimed on Instagram that he had been mistreated by police during an earlier arrest. In a post, he wrote, "This is the lawsuit I served today. It basically outlines how 3 police officers tortured me for 14 hours. That’s the gist. It’ll never happen to anyone again." It was not immediately clear whether attorneys representing Basin have issued statements regarding the latest allegations.
The incident has garnered significant online attention, primarily due to the widespread sharing of videos depicting the dispute's escalation from a disagreement over music volume to a violent encounter culminating in Basin's arrest. Despite the ongoing criminal proceedings and legal issues, Kirill Basin remains a declared candidate for Hawaii’s 2nd Congressional District. The unfolding legal cases are expected to continue as the political campaign season progresses.
