Representative Ilhan Omar (D-MN) has formally requested an explanation from the Department of Homeland Security (DHS) after an agent from Homeland Security Investigations (HSI), the investigative arm of Immigration and Customs Enforcement (ICE), was reportedly seen outside one of her community town hall events in Richfield, Minnesota, last Thursday. The incident has raised concerns from Omar about the potential monitoring of political opponents by federal immigration authorities.

According to a letter sent by Representative Omar to HSI, the incident occurred outside a community center in Richfield where she was hosting a congressional town hall. A Richfield police officer reportedly became suspicious of a woman sitting inside a Ford Explorer parked outside the venue, observing the building. The officer's suspicion grew when a check of the vehicle's license plates revealed they were registered to a different vehicle.
The Richfield officer then approached the woman to ascertain her identity and purpose, as well as to inquire about the mismatched license plates. Representative Omar stated in her letter, "Like any reasonable officer, he was concerned that she harbored ill intentions and may be in a stolen vehicle." Initially, the woman identified herself as security personnel. However, after contacting a supervisor, she reportedly disclosed that she was an HSI agent engaged in an undercover drug operation within the vicinity.
Representative Omar highlighted that the Richfield Police Department had not received prior notification about any federal operation in the area. Furthermore, she noted that a clear sign outside the community center indicated that a congressional town hall was in progress. The federal agent reportedly remained at the location until after speaking with her supervisor, subsequently departing the property.
The congresswoman has publicly criticized HSI's actions, stating they created unnecessary security risks for her event. "HSI’s actions yesterday evening put an entire community at risk," Omar asserted. She elaborated, "Instead of monitoring the area for those who might wish harm to me and my constituents, Richfield Police were required to devote time to investigating why an HSI agent was outside of a Congressional event in a vehicle with mismatched plates."
While acknowledging that the agent's presence might have been coincidental and unrelated to her event, Omar maintained that the circumstances necessitate a full explanation from federal officials. In her letter to DHS, she questioned the judgment involved, stating, "At best, your agent was unable to assess that the parking lot of a community center hosting a congressional event wasn’t the best place to conduct a drug operation." She also articulated a more serious concern, adding, "At worst, it emphasizes many Americans’ growing concern that the Trump administration uses ICE to surveil political opponents and may interfere with our democracy."
Representative Omar's demands to DHS include information regarding the specific reasons for the HSI agent's positioning at the community center and whether federal officials possessed prior knowledge of her town hall event. She is also seeking disclosure on whether HSI has conducted surveillance or monitoring activities connected to other local, state, or federal officials in Minnesota. The Guardian newspaper reportedly contacted DHS for comment on the matter.
HSI operates as the primary investigative branch of ICE, conducting federal investigations into a wide array of criminal activities, including narcotics trafficking, human trafficking, financial crimes, and other offenses. The confrontation unfolds amidst elevated tensions surrounding federal immigration enforcement, particularly in Minnesota. Representative Omar has been a vocal critic of ICE, advocating for the agency's abolition on multiple occasions.
Security around Representative Omar's public engagements has previously drawn attention. Earlier this year, in January, an individual reportedly sprayed an unidentified substance from a syringe at Omar during a Minneapolis town hall where she was advocating for the permanent abolition of ICE. That incident was widely condemned by Minnesota officials, including Minneapolis Mayor Jacob Frey.
Despite Representative Omar's concerns and demands for information, her letter does not definitively establish that the HSI agent was engaged in surveillance against her or her event. The agent reportedly maintained that her presence was due to involvement in an undercover drug investigation. However, Omar continues to press DHS for comprehensive details to ascertain whether the encounter was purely coincidental or had any connection to her congressional activities.
