A federal district judge in the Eleventh Circuit has received a private reprimand following a judicial conduct panel's conclusion that the judge engaged in a years-long extramarital relationship with a high-ranking law enforcement officer, which included sexual activity within judicial chambers during working hours. The disciplinary findings, recently released, also cited allegations of workplace disruption, false statements made during an internal investigation, and attendance at a partisan political event.

The investigation, initiated after a complaint from a former law clerk, revealed a relationship spanning approximately two years. The Eleventh Circuit’s special committee found that repeated sexual encounters occurred in the judge’s chambers, often while court staff were present nearby. The judge, whose identity remains confidential, serves federal courts across Alabama, Florida, and Georgia.
Investigators interviewed multiple former clerks, reviewed security footage, visitor logs, and internal court records as part of their inquiry. A reconstructed chambers environment was also tested to determine whether sounds from inside the office could be heard by staff outside. Several clerks reported hearing "disturbing sounds" during the officer’s visits, including what they described as kissing and other audible activity. While physical evidence from furniture in chambers was examined, laboratory testing for biological material reportedly returned negative results.
The committee found that the judge failed to disclose the relationship despite the officer's frequent visits to chambers during business hours. A significant concern raised was that the officer’s department appeared in cases before the court during the period of the relationship. The report noted that the judge did not directly preside over matters involving the officer or their department due to "happenstance" rather than any formal safeguards taken by the judge. The undisclosed relationship also created "potential vulnerabilities," including risks of coercion or extortion, particularly given that the judge's spouse was unaware of the affair.
Beyond the relationship, the investigation found the judge attended a partisan political event associated with a district attorney’s campaign. Furthermore, the judge made false statements during the initial stages of the inquiry. The judge initially denied the allegations, labeling them "outrageous" and "baseless," before later admitting to the misconduct. The committee findings stated, "Specifically, the subject judge denied engaging in sexual intercourse in the courthouse and denied knowing who the allegation concerned."
The disciplinary process concluded with a private reprimand rather than public sanctions. The judge agreed to write apology letters to affected law clerks, step away from future service as chief judge, and refrain from participating in Judicial Conference committees. The committee opted against harsher penalties, citing the judge’s cooperation, correction of false statements, and a belief that the conduct was unlikely to recur. The judge’s prior service on the bench was also considered a mitigating factor. The Judicial Conference’s misconduct and disability committee affirmed the findings, formally closing the matter while maintaining the judge’s anonymity.
