Eileen Wang, the sitting mayor of Arcadia, California, has agreed to plead guilty to a federal felony charge of acting as an undisclosed agent for the People's Republic of China (PRC) on American soil. The Department of Justice (DOJ) announced her plea agreement on Monday, May 11, 2026, leading to her immediate resignation from both her position as mayor and her seat on the City Council. This development marks a significant moment in ongoing efforts by U.S. intelligence agencies to counter foreign influence operations targeting American political institutions.
"Ms. Wang is just the latest to act as an agent for the PRC and it should terrify Americans that she was able to rise to the highest levels of local office in her city." — Bill Essayli, First Assistant United States Attorney
Arcadia city officials confirmed Wang's departure on the same day the plea agreement documents were made public. The city issued an official statement online, declaring, "As of May 11, 2026 Eileen Wang resigned from the Arcadia City Council, vacating her position as Mayor." The City Council is now tasked with appointing a new mayor and mayor pro tem from its remaining members and determining how District 3 will be represented until the November 2026 election cycle. Wang, 58, faces a potential federal prison sentence of up to a decade upon conviction.
Federal prosecutors allege that Wang's political ascent was carefully orchestrated and built upon a hidden foundation of foreign direction. Long before her election to the City Council in November 2022, Wang was reportedly taking instructions from officials linked to the Chinese Communist Party. Her subsequent rise to mayor, through Arcadia’s rotating leadership system, is described by authorities as unfolding in parallel with this undisclosed foreign relationship.
Court documents detail that from late 2020 through 2022, Wang and her then-fiancé, Yaoning “Mike” Sun, operated under the "direction and control" of Chinese government-linked officials. The couple managed a website called US News Center, which prosecutors have identified as a propaganda outlet disguised as a community news source for Chinese Americans. According to the allegations, Chinese officials used WeChat, an encrypted messaging platform, to route content and specific instructions to Wang, dictating which articles to publish and which narratives to promote. Crucially, prosecutors assert that Wang never disclosed this foreign government influence to American authorities.
The content pushed through the US News Center included highly sensitive geopolitical topics. For instance, on June 10, 2021, a Chinese government official allegedly sent Wang a pre-written article titled “China’s Stance on the Xinjiang Issue.” This piece explicitly stated, “There is no genocide in Xinjiang; there is no such thing as ‘forced labor’ in any production activity, including cotton production. Spreading such rumor is to defame China, destroy Xinjiang’s safety and stability.” Prosecutors contend that Wang uploaded the article within minutes and promptly messaged the official a link confirming its publication, to which the official allegedly replied, “So fast, thank you everyone.”
The relationship was described as transactional and continuous, with Wang regularly providing performance data—including views, engagement figures, and audience reach—back to her handlers after publishing directed content. In one cited August 2021 exchange, Wang sent screenshots documenting over 15,000 views on an article after incorporating official-requested edits. The official's alleged response was "Great!", to which Wang replied, "Thank you leader."
Wang’s former fiancé, Yaoning “Mike” Sun, also faced federal scrutiny. He pleaded guilty in 2025 to his own charge of acting as an illegal Chinese government agent and is currently serving a four-year federal prison term. Prosecutors revealed that Sun also managed Wang’s 2022 City Council campaign, raising significant questions about the extent to which foreign assistance may have influenced her political trajectory. Further court documents indicate that Wang communicated with John Chen, a figure identified by prosecutors as having direct ties to China’s intelligence infrastructure, who had attended high-level Communist Party events and met with Chinese President Xi Jinping. Chen subsequently pleaded guilty in a New York federal court to acting as an illegal Chinese agent and conspiring to bribe a public official.
When Sun was initially charged in 2024, Wang publicly distanced herself from him, telling the Arcadia City Council, “We broke up the fiance relationship. We keep the friendship.” She refused to step down at the time, asserting she was “not responsible for the action of others.” However, Monday's signed plea agreement effectively nullified that defense.
First Assistant United States Attorney Bill Essayli underscored the gravity of the situation, stating, “Individuals in our country who covertly do the bidding of foreign governments undermine our democracy.” He added, “This plea agreement is the latest success in our determination to defend the homeland against China’s efforts to corrupt our institutions.” Essayli further escalated the alarm, noting, “Ms. Wang is just the latest to act as an agent for the PRC and it should terrify Americans that she was able to rise to the highest levels of local office in her city.” Assistant Attorney General for National Security John A. Eisenberg echoed these concerns, emphasizing, “Individuals elected to public office in the United States should act only for the people of the United States that they represent.” He expressed deep concern that someone who had received and executed directives from PRC government officials could attain a position of public trust without disclosing that foreign relationship.
FBI Counterintelligence and Espionage Division Assistant Director Roman Rozhavsky issued a stark warning: “By her own admission, Eileen Wang secretly served the interests of the Chinese government. Let this serve as a clear warning: Individuals who act on behalf of foreign governments to influence our democracy will be identified, investigated, and brought to justice.” Patrick Grandy, who heads the FBI’s Los Angeles Field Office, plainly stated, “All Americans should be alarmed to learn an elected official was brazenly spreading propaganda on behalf of the Chinese government.”
